The Russian government headed by Prime Minister Dmitry Medvedev is resigning to give the country's president the ability to more easily reshape the constitution, he announced Wednesday.
The decision follows an a speech earlier Wednesday by President Vladimir Putin proposing changes to the constitution that would limit the power of the presidency, effectively weakening his successor.
The changes would impose a two-term limit on future presidents, strengthen the State Council, and allow parliament instead of the president to choose the prime minister

The Tass news agency reports that Russian Prime Minister Dmitry Medvedev submitted his resignation to President Vladimir Putin on Wednesday.
Russian news agencies said Putin thanked Medvedev for his service but noted that the prime minister's Cabinet failed to fulfill all the objectives set for it. Russian media said Putin plans to name Medvedev as deputy of the presidential Security Council.
