Intelligence reports say that the Russian Navy has been ordered to lay mines around Ukrainian port cities not fully under their control such as Odessa and Ochakiv. Russia denies laying mines and blames it on Ukrainian forces but either way it makes the waterway unsafe, especially for grain shipments. FOX's Eben Brown speaks with Mark Montgomery, Senior Fellow at Foundation for the Defense of Democracies and Retired U.S. Navy Rear Admiral, about the fight for control of the Black Sea.
